Building Approval (PBG)

Building Approval (PBG)

A Building Approval (PBG) is required to construct a new building or to renovate, expand, reduce, or maintain a building in accordance with building technical standards. PBG replaces the IMB (Building Construction Permit) and is submitted through the SIMBG system.

A PBG confirms that your building's technical plans have been reviewed and assessed as meeting the applicable administrative requirements and technical standards. With a PBG, construction can proceed on a clear legal basis, and subsequent processes, including obtaining the SLF, can run smoothly. Building without a PBG risks penalties and can hold up later permitting processes.

A PBG is required in situations such as:

  • Building a house, shophouse, office, factory, warehouse, or other building from scratch
  • Renovating a building with changes to its structure, function, or floor area
  • Adding floors or expanding a building
  • Reducing or partially demolishing a building
  • Maintaining a building that requires changes to building components
  • Meeting basic building legality requirements for business purposes

Because the PBG is based on technical plan documents, we prepare it in an integrated way with our Architecture & DED Services. The architectural, structural, and MEP drawings we produce can be used directly as part of the application documents, keeping them consistent and compliant with technical standards.

Commonly required documents include:

  • Owner data and proof of land ownership or control
  • Spatial use conformity information and land data
  • Technical plan documents: architectural, structural, and mechanical, electrical, and plumbing drawings and calculations
  • Soil investigation data (according to the building type and function)
  • Environmental documents in accordance with applicable regulations
  • Proof of payment of the PBG levy

Requirements may vary depending on the building type, function, and local government regulations. That is why we check the required documents from the very first consultation.
